New economic, green and school reforms come into force

The return to school in September 2026 is marked by the implementation of several legislative and regulatory measures of national importance. In education, the ban on mobile phone use, already in place in primary and middle schools, is now extended to high schools, in accordance with the law of 24 August 2026. In parallel, financial education is stepped up with the roll-out of the EDUCFI passport for all Year 9 pupils. On the environmental front, the textile industry faces a new regulatory framework. A financial penalty is now applied to ultra-fast fashion items, which can reach up to 12 euros per product this year. Finally, the automotive sector benefits from a new boost in the form of financial aid, without means-testing, for the purchase or lease of second-hand electric vehicles meeting specific energy performance criteria.

Changes for businesses and home energy renovation

The business world and the property sector are also undergoing major transformations. From 1 September 2026, electronic invoicing becomes mandatory for all companies regarding receipt. Large and mid-sized enterprises (ETIs) must also issue their invoices in this format and transmit their payment data to the tax authorities. This electronic invoicing reform aims to modernise business-to-business transactions. Furthermore, the MaPrimeRénov’ energy renovation subsidy scheme is deeply modified. Funding for major renovations now excludes homes retaining gas heating. In addition, several specific works are no longer eligible for the single-item route, while access to the latter for homes rated F and G is extended until 31 December 2027. Finally, obtaining the “Coup de pouce Chauffage” (Heating Boost) grant for heat pumps is now conditional on installing officially approved models.
